Only a certain types of paints like enamel paint or cellulose based paint will stick to plastic cups and they don’t flake.
Things to paint plastic cup:
4 sheets of newspaper
Latex gloves
Warm water and cotton cloth
Painter’s medium point marker
Varnish
Enamel paint/celluloid based paint
Procedure:
1. Spread the newspaper on a flat surface.
2. Cotton cloth should be immersed in warm water and squeezed to drain the excess water. Dampen the cups with the cloth.
3. Place the cups on the newspaper after wearing the latex gloves. With the medium point painter’s marker draw the design and then using a paintbrush daub the design pattern with varnish.
4. Once it get dried apply the paint on design.

The chair that we sit on, the containers that we consume food from, our PC keyboards are all made of plastic. But they are of different forms. The same way the choice of a method to paint on these plastic forms depends on the kind of plastic and the requirement (weather body coating, artistic design etc). So first thing you have to do is to find out the kind of plastic. There are many forms like ABS, PVC, PS etc. Vinyl dye, Krylon are few paint forms that can be used on plastic.

Painting on a plastic surface is not as easy as painting other surface. But then if you can spare some time, you can paint on just anything. While working on a plastic the first thing that you should do is to take out the shine form the surface of the plastic by sanding it well.
A well polished or shining plastic will not let paint to stick on to it, so sand the shine off the plastic.
Now you can make a small outline sketch of the picture that you intend to draw onto the plastic piece.
Now apply a coat of liquid sander inside the boundary of the sketch. After a few minutes wipe the liquid sander.
Using craft paint you can fill in the colors inside the boundary. If the color is still not sticking you can add flex agent into the paint and then paint the plastic surface.
